Shield Coverage from Missile Fire

According to HM3, shields are able to block high velocity missile fire at no penalty. Does it make sense that a smaller shield like a buckler could block an arrow as easily as a knight or round shield which has more body coverage? If not, what kind of penalty do you think appropriate?

There are a few options you can go with:

* Allow blocks with half DML (like dodge)
* Allow block with Shield ML (without adding the D from buckler)
* Assign a flat penalty (not much difference from the above). In some cases could be easier to dodge than block with a buckler? Perhaps...
* Leave all as it is and take a coffee.

I don’t have my books handy, but I’m pretty sure this is already taken into account with the different DMLs.

Krazmas, I think I found the disconnect. On Combat 15, it refers to Shield ML. I was using ML and not DML.

HM3 Combat 16 has something you might consider.

TARGET SIZE: The larger the target, the easier it is to hit.
Target Height>1ft/less 2ft/less 4ft/less 6ft/less 8ft/less 16ft/less 32ft/less
Modification> –20 –15. –10 +0 +10. +15. +20
There is no modification for man-sized creatures, unless the target offers a smaller effective target. A prone man, for example, presents a target about 2 feet tall, and a crouching man about 4 feet tall. Similar height adjustments may apply to other targets at GM discretion.

A Buckler might provide a smaller target for the archer EML maybe -10

I suppose if you had a buckler and somebody shot an arrow at you IRL, you'd be trying to deflect the arrow with the buckler while simultaneously dodging out of the way. You'd have to be pretty confident with your deflection ability to stay in one spot! So, perhaps half ML but using the higher of Buckler and Dodge?
