COMBAT 23 Horse Jumping/Stumbling
There's a mechanic for a horse jumping (Steed Jumps), but then there seems to be another mechanic for jumping (Steed Stumbles) again right under the first.

My take on this ...

The first rule applies when you want to jump with a horse (e.g. you see an obstacle a head and decides to make your horse jump it. Hence your bonus to Jump skill for speed.)

The second rule applies when your are forced to avoid an obstacle. A horse that is not moving so fast is easier to control so you get bonus if the horse is not moving so fast.
